    Sewer Construction

    Plan Review Program

    The Pima County Department of Environmental Quality (PDEQ), acting in accordance with delegated authority from the Arizona Department of Environmental Quality (ADEQ), reviews and approves plans for new construction of public and private sewage collection system extensions, modifications, and relocations of gravity sewer mains, manholes, forcemains and lift stations. All public and private sewage collection systems are required to obtain a Construction Authorization from PDEQ prior to beginning construction, and a Discharge Authorization (a General Aquifer Protection Permit 4.01) to operate the system.     Public v. Private Systems: Differences in Submittal Requirements

    Public sewage collection systems are those owned and operated by Pima County, the Town of Marana, and the Town of Sahuarita; all other sewage collection systems in Pima County are private. The differences between the submittal processes are as follows:
    • Public Sewage Collection Systems located in Pima County do not require an Operations and Maintenance Manual in order to obtain the CA.
    • Public Sewage Collection System plans for Pima County must be signed by the proper public sewer authority before PDEQ’s review.

    Payment Instructions

    • After the project submittal is successfully processed, an invoice of Fees will be sent back to the submitter, at which point payment can be made.
    • Fees are payable online (instructions are below), by providing credit card information over the phone at PDEQ’s main number (520-724-7400), or by hand-delivering or mailing a check to the PDEQ offices located at 33 N. Stone Avenue, Suite 700, Tucson, AZ 85701.
    • To pay online:
      1. Click the Project, Permits, Payments link of DSD’s website
      2. Input the project’s record/permit number into the search bar in the upper right corner of the page (where it reads "Search by Address, Record #, etc") and search for it
      3. Scroll down to the Fees tab, click on any unpaid fees, and pay them by inputting your credit card information
