The Conservation Lands System (CLS) Regional Plan Policy was adopted as part of the Environmental Element of the 2001 Pima County Comprehensive Plan Update.  Subsequent to policy adoption in 2001 and amendment in 2005, the CLS was renamed the Maeveen Marie Behan Conservation Lands System (MMBCLS) in honor of Maeveen Marie Behan for her contribution to the establishment of the CLS.MMBCLS

The MMBCLS categorizes and identifies locations of priority biological resources within Pima County, and provides policy guidelines for the conservation of these resources.  These guidelines are applied to certain types of land use changes requested of the Board of Supervisors.
