    City of Tucson-Pima County 5-year HUD Consolidated Plan, 2020 Analysis of Impediments to Fair Housing Choice, and Federal FY2020 HUD Annual Action Plan

    The City of Tucson and Pima County have jointly prepared the draft Federal FY2020-2024 HUD Consolidated Plan and the draft 2020 Analysis of Impediments to Fair Housing Choice. The City of Tucson and Pima County have also separately prepared draft Federal FY2020 Annual Action Plans.

    The2020-2024 5-year Consolidated Planand the2020-2021 Action Plansfor the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG) programssummarize the housing, homelessness and community development needs of low-moderateincome people and areas, and the strategy for using these resources to benefitlow-moderate income and special needs populations.

    The Pima County FFY2020-2021 Action Plan describes the planned uses of approximately $3.2 millionofCDBG and ESG resources for the period beginning July 1, 2020 and ending June 30, 2021.

    The Analysis of Impediments to Fair Housing Choice identifies barriers to housing choice, which are defined as any actions, omissions or decisions that restrict, or have the effect of restricting housing choice based on race, color, religion, sex, disability, familial status, or national origin.The Citizen Participation Plan describes policies and procedures for public involvement in the Consolidated Plan process.

    The City of Tucson and Pima County encourage residents, subrecipients and grantees, public agencies and other interested parties to review the documents and submit comments. The documents will be available for public review and comment from March 20, 2020 to April 21, 2020 at.

    A public meeting regarding the DRAFT City of Tucson/Pima County 5-year Consolidated Plan, the DRAFT Analysis of Impediments to Fair Housing Plan (AI) and respective City and County Annual Action Plans for fiscal year 2020 (July 1, 2020 through June 30, 2021) will be conducted on Tuesday, March 10, 2020 at 3:00pm at the Pima County Housing Center, 801 West Congress Street.

    Consolidated Plan Executive Summary

    Pima County Goals, Objectives and Anticipated Funding. The goals of the Plan are: 1) community facilities and improvements, 2) public services, 3) decent affordable housing, 4) homelessness, 5) economic development, and 6) program administration. The objectives of the Plan are to develop viable communities by provision of decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.

    Pima Countyanticipates receiving the following amounts in FY2020 and estimated 5-yr amounts in parentheses: CDBG $2.95million ($14.7million); ESG $246,400($1.2 million).
