The Pima Association of Governments and the Regional Transportation Authority presented Pima County Department of Transportation with their 2015 Timothy M. Ahrens Partnering Award for its La Cholla Boulevard improvement project from Magee to Overton road.

In its announcement, PAG/RTA said the award recognizes “the spirit of collaboration and partnering as exemplified by the late Timothy M. Ahrens.” Ahrens was the RTA manager after voters in 2006 approved creating the authority and a half-cent sales tax to fund it.

To be considered for the award an applicant had to demonstrate “achieving a common goal, embracing regional stakeholders, resolving conflict, improving communication on the project with all audiences, incorporating team-building activities, delivery of a quality product, finding innovative funding solutions, and perpetuating the spirit of cooperation,” according to the PAG/RTA announcement.

The $25 million project involved constructing a 1.7-mile, four-lane roadway with a raised median from just north of Magee to just north of Overton and included a new bridge over of the Cañada del Oro Wash. The project came in $3.6 million under budget and featured environmentally sensitive roadway design principles, which led to reduced environmental impact, protected visual corridors and incorporated artistic elements to improve visual aesthetics.
A Community Advisory Committee provided feedback during design. The county also kept neighbors and businesses informed about progress on the road project through the committee, community meetings, informational mailers, press releases and a projects website.

    • Arizona Department of Transportation’s 2014 Arizona Transportation Partnering Excellence Award
    • International Partnering Institute’s 2015 John L. Martin Partnered Project of the Year Ruby Award
    • Southern Arizona Chapter of the American Public Works Association’s Project of the Year for Transportation under $20 million
    • Arizona Association of General Contractor’s 2014 Build Arizona Award, in the Public New Highway Construction, projects over $10 million
The segment of La Cholla from Magee to Overton roads is part of a larger multi-jurisdictional expansion of La Cholla Boulevard that stretches from Ruthrauff Road in the south to Tangerine Road in the north and involves Pima County, the town of Oro Valley and the Regional Transportation Authority. The corridor improvements from Ruthrauff to Overton are complete. Oro Valley will take the lead on the Overton to Tangerine segment, with collaboration from Pima County and a portion of the funding from the RTA.
