Chicanos por la Causa, a non-profit Community Housing Development Organization, requested funding to install off-site improvements and infrastructure in the public right-of-way for the development of a 6-unit, homeownership development originally named the Iowa Project and subsequently renamed Liberty Corners.  Off-site and infrastructure work was completed in March 2013.

Bond funds paid for sidewalks, sewer taps, water lines and meter fees, utility trenching, engineering, paving, electrical improvements and construction management. The units are designed to be affordable for qualified low-income households (at or below 80% of the area median income).

All of the off-site improvements and infrastructure are complete.  Five of the units have been built and sold.  Currently under construction, the sixth and final home is scheduled for completion in June 2013.  All units feature Energy Star appliances, energy-efficient heat pumps, block walls enclosing back patios and yards, front  yard landspcaping with irrigation, stucco exterior, TEP heating/coolling guarantee, 25-year fiberglass shingles, two-car finished garage and 2-10 homebuyer warranty.  Each unit is designed with three bedrooms and two full baths, Kitchen/Dining Room, Living Room and Entry.
