Another Major ROMP Milestone at Tres Rios

The Ina Road Upgrade and Expansion project at the Tres Rios WRF Tres Rioscelebrated another success in October. On October 11, the construction of the new Tres Rios Water Reclamation Facility (WRF) and former Ina Road WRF achieved substantial completion.

All process facilities for guaranteed maximum price (GMP) 6 are now operational, approximately three and one-half months ahead of the Arizona Department of Environmental Quality (ADEQ) compliance date. The overall project is scheduled to be complete prior to the January 30, 2014 ADEQ required completion date.

The largest piece of this project was the main plant upgrade, GMP 6, which included the replacement of the component high purity oxygen biological treatment process with a state-of-the-art Bardenpho process on the west side of the plant. This change to the new Bardenpho biological nutrient removal system will allow the Tres Rios WRF to meet ADEQ effluent standards. Other work included in GMP 6 was the completion of the east and west trains of the WRF, solids processing, electrical improvements, security features, landscaping and site work.

The Ina Road Upgrade and Expansion Project is not only the largest single public works project in Pima County; it is, by far, the most complex. Tres RiosNew facilities were constructed around existing facilities that remained in operation treating wastewater throughout construction. Existing facilities were upgraded and new utilities were installed. All of this work was completed with a minimal impact on the daily operations and permit compliance requirements.

A special thanks to the RWRD Tres Rios treatment staff members. This success could not have happened without their commitment, assistance and patience. The remaining work will be finished in the next few months. The contractor for this project, MWH Constructors, continues work on security upgrades and electrical process improvements. The next phase of the Tres Rios WRF is GMP 7. GMP 7 includes the new central plant with new boilers and chillers and is scheduled to be completed by mid-December. The boilers and chillers will provide heating and cooling for the facilities and biosolids processes. The new boilers are capable of burning either digester gas or natural gas.

The remodeling of the Administration Building and Central Maintenance Building are well underway. We hope to move into the new Administration Building in March, 2014 and into the Central Maintenance Facility in April. The new roads are paved and landscaping is also nearing completion. The Tres Rios site is really coming together!

The overall Ina Road Upgrade and Expansion Project budget is $311,717,581. The overall Ina Road Upgrade Project is 94% complete. Overall construction is 96% complete. The MWH Constructors GMP portion of construction is 98% complete. Additional project improvements include the Administration Building, Central Maintenance Plant, and Operations Control Center.

It has been a very long and arduous journey with a fair number of challenges, frustrations and laughs. As we near final completion, it is obvious that our hard work is resulting in a wastewater treatment facility that we can all be very proud of.
