    Administrative Review Submittal Requirements

    Note: Bolded items are required for Administrative Completeness determination when applicable to project.
    • Alert!! Depending on project scope, your application may require prior approval of separate external department processes from Regional Flood Control District (RFCD), Regional   Wastewater Reclamation Department (RWRD), Pima County Department of Environmental Quality (PDEQ) or Department of Transportation (DOT).

    Classification of Child Care Facilities for care of less than 24 hours per day

    IRC: 5 or fewer children. 

    A facility within a dwelling unit having five or fewer persons receiving custodial care shall be classified as a Group R-3 occupancy or shall comply with the International Residential Code [308.6.4].

    E:  6-100 children 2 1/2 yrs or less (in spaces with direct exit access).

    A child day care facility that provides care and supervision for more than five children 2 1/2 years or less where children care rooms are located on level of exit discharge and each have an exit door directly to the exterior.  [308.6.1].

    I-4:  Children of 2 1/2 years or less (greater than 100 or in spaces without direct exit access). 

    This group shall include buildings and structures occupied by more than five persons of any age who receive custodial care by persons other than parents or guardians, relatives by blood, marriage or adoption, and in a place other than the home of the person cared for [308.6].

    E:  6 or more children older than 2 1/2 yrs.

    A child day care facility that provides care and supervision for more than five children older than 2 1/2 years [305.2].

    IRC Facilities Cursory Requirements

    Existing dwellings will need to be upgraded, as needed, to include all life-safety provisions identified in Chapter 10 of the International Existing Building Code. This includes, but is not limited to:

    • Smoke alarms shall be installed at each story, in each sleeping room, and outside of each separate sleeping area in the immediate vicinity of bedrooms [R314.3]. In addition, these shall be hard-wired with battery backup [R314.4] and interconnected [R314.5].
    • Ground Fault Circuit-Interrupter protection [E3902], Arc-Fault protection [E3902.12/.13] and tamper-resistant receptacles [E4002.14]
    • Guards and handrails shall comply with R311
    • Each bedroom requires an existing operable window with clear opening area of no less than 4 square feet and minimum opening height/width of 22 inches and 20 inches receptively [IEBC 1012.4.1]
    • Where work requiring a permit occurs in existing dwellings that have attached garages or in existing dwellings within which fuel-fired appliances exist, carbon monoxide alarms shall be provided [R315.1/.3]

    E Facilities Cursory Requirements

     Although this use constitutes a change in occupancy, the level of risk placed on the IRC structure by a day care shall not be deemed to warrant a dwelling classification change from IRC to R3, thereby not requiring sprinklers for the building unless E areas are greater than 12,000 sf.  In addition to the above listed IRC requirements, E facilities require the following:

    • A floor plan of the facility.  Note that facilities greater than 3000 square feet require a plan prepared by an Arizona licensed Architect.
    • 1 hr fire rated separation walls between IRC and E areas (2hr if not sprinklered) [Table 508.4]
    • A fire alarm is required if meeting threshold in 907.2.3.
    • A handicapped-accessible route through the building is required along with fully accessible components including signage, one bathing/toilet room, ramps, and one sleeping room [Chapter 11]
    • Illumination with emergency backup power is required in all components of the means of egress system [1006]
    • Handrails that return to a wall, guard or walking surface are required on single or multiple steps [1009.15]
    • Thresholds in existing buildings shall have beveled edges and a maximum height of 3/4-in. [3411]
    • Provide approved inspection report from Fire Department having jurisdiction

    I-4 Facilities Cursory Requirements

    • Facilities need to meet all above requirements for E
    • Sprinkler system is required unless every room where day care is provided is at the level of exit discharge and has at least one exterior exit door [903.2.6]
    • Manual fire alarm and smoke detection system is required [907.2.6]

    Fire Departments

    • Check with the fire jurisdiction in your area for any additional requirements

    Zoning Requirements

    • Check Child/Adult Day Care zoning requirements: 1 to 6 and 7 to 10 clients
