Administrative Review Submittal Requirements

Note: Bolded items are required for Administrative Completeness determination when applicable to project.
  • Alert!! Beginning August 1, 2018, any MOBILE HOME being imported, installed or relocated in Pima County must provide certification of required State of Arizona rehabilitation.  State statute and county code define MOBILE HOME as transportable residential structure built prior to the June 15, 1976 HUD standard.  Certification of state rehabilitation is required for units being installed in manufactured home parks and on individual lots.

 Pima County Pre-1976 Mobile Home Rehabilitation Process

  • Alert!! Depending on project scope, your application may require prior approval of separate external department processes from Regional Flood Control District (RFCD), Regional   Wastewater Reclamation Department (RWRD), Pima County Department of Environmental Quality (PDEQ) or Department of Transportation (DOT).

Obtaining the permits

  • Both a Pima County Building Permit and a State of Arizona Mobile Home Installation permit are required.
    • Pima County Permits the electric service ,wastewater connection to the public sewer or a septic system
    • The State of Arizona permits the physical placement of the mobile home
  • Recommend reviewing Permitting of manufactured buildings Standard Operating Procedure.
  • DOT Impact fees may apply
  • Applying  for the Pima County Building permit can be accomplished:
    • At Building & Site Development (201 N. Stone Ave)
    • Online
  • Provide the following information when applying for the permit:
    • PDF of Site plan showing setbacks from property lines to the mobile home and existing construction
    • Title verifying manufacture date or        
    • Final inspection report with rehabilitation certificate picture
    • Property address
    • Contact information of person responsible for the inspection
    • For a hillside lot, provide existing and proposed topography.
    • Provide limits of graded area
    • Location of all utilities
    • Location of septic system when applicable
    • Method of Connection to the public sewer when applicable
    • Grounding method of electric service
  • Apply for State Mobile Home Installation permit by contacting the State Office of Manufactured Housing at 602-364-1003

Scheduling the inspections

  • Pima County Inspection
    • Homeowners and contractors schedule inspections through Development Services Interactive Voice Response (IVR) system. With this system, callers with a touch tone phone may:
      • Schedule inspections
      • Cancel inspections
      • Hear inspection results
  • Call before 4 P.M. for next day inspections
  • Before calling 520-740-6970 you will need:
    • Your 10 digit permit activity. (i.e, P13CP00001)
    • The 5-digit inspection code(s) located on your building permit. (i.e, Item 02090 & Item 02092)
    • Note that letters in the permit activity need to be entered in numeric format based on the position of letters on a traditional phone ( i.e, “P12CP00001” should be entered as “7122700001”)
  • State Inspection
    • Schedule the State Mobile Home Installation Inspection by contacting the State Office of Manufactured Housing at 602-364-1003

Inspection Results

  • Pima County Inspection result are available from:
    • A hard copy left at the job site
    • The Interactive Voice Response System (IVR)
    • Online
  • State Mobile Home Installation inspection results
    • Contact the State Office of Manufactured Housing at 602-364-1003
