Congratulations to Jaime Rivera, P.E. (Project Manager), and his Jaime Riveraproject team for the Plant Interconnect Project which was selected as this year’s National American Public Works Association (APWA) Project of the Year for 2013.

The winning team was comprised of: PCRWRD (managing agency), Sundt-Kiewut Joint Venture (primary contractor), and Brown and Caldwell (primary consultant).

You may recall that earlier this year, the Plant Interconnect project won at the APWA Southern Arizona and State of Arizona Chapter levels. Since the project won at the state level, it was automatically entered in the national competition. See RWRD Receives Two APWA Awards in the April edition of The Pipeline.

The Plant Interconnect was nominated for an APWA project award, under the category of Outstanding Large Environmental Public Works Project, with a project cost between $25M - $75M.

The Plant Interconnect project was completed on time and under budget. Construction of the Plant Interconnect began in 2009 and was completed in December 2010. Initial cost projections for construction were estimated at $41 million. However, the project came in $7 million under budget at $34 million.

The Plant Interconnect was the first completed component of the Regional Optimization Master Plan.

The Plant Interconnect is a 60-inch to 72-inch gravity sewer interceptor line designed for flow management between the Tres Rios (formerly Ina Road) Wastewater Reclamation Facility and the soon-to-be operating Agua Nueva Water Reclamation Facility. Additional features include: design for a 100-year service life; state-of-the-art odor control technology; five miles of sewer pipe that cross both the Cañada del Oro and the Rillito River.

The APWA 2013 International Public Works Congress and Exposition Awards Ceremony was held in Chicago, Illinois on August 26, 2013.

The APWA Public Works Projects of the Year awards promote excellence in the management and administration of public works projects. This year, APWA selected projects in five categories: Disaster/Emergency, Environment, Historical Restoration, Structures and Transportation.
