  • HURF Bonds topic of Transportation Advisory Committee meeting

    Pima County Transportation Advisory Committee members heard a presentation at their Feb. 26 about a possible reallocation of funds from the 1997 Highway User Revenue Fund Bond program to assist with road repairs. 

    The 1997 HURF Bond program is a voter-approved road capacity and safety improvement plan. Voters allowed the County to borrow $350 million, to be paid back with future gasoline tax disbursements from the state, to fund roadway capacity and safety enhancements throughout the metro Tucson area. 

    To date, the County has utilized over $276 million of the voter-approved bond funding Fixing roadsto complete more than 50 miles of roadway capacity expansions and 90 safety improvements. 

    Department of Transportation Director, Ana Olivares, briefed the Committee during the Feb. 26 meeting about the possibility of transferring $16 million in unused 1997 HURF Bond funds to road repair projects. 

    As projects have been completed under budget or with other funding sources, and others retired due to requests of the lead jurisdiction or changes in regional needs, up to $16 million in unspent authorized bonds could be reassigned for road repairs. 

    Transportation staff is refining the details of a proposal to equitably applying the funds to failed arterial and collector roads in unincorporated Pima County 

    The proposal will be submitted to the Pima County Bond Advisory Committee on March 9, 2018, which would make a recommendation to the Board of Supervisors for final approval. 

    New faces

    The Transportation Advisory Committee welcomed some new members this week. 

    District 3 Supervisor Sharon Bronson appointed Kendall Elmer and Lynne Mangold to replace Rick Price and Amber Smith, who left the Committee. 

    District 4 Supervisor Steve Christy appointed Paul Williams, who replaced Sergio Arellano. 

    Work is moving forward

    The County has begun competitively bidding the work and issuing contracts for Year 1 of the Regional Local Road Repair Program, funded by a 25-cent property tax allocation. Transportation staff expects the repair work to be completed between March and July. 

    In December, the Board of Supervisors approved a two-year road repair package totaling nearly $38 million of repairs on neighborhood roadways across all jurisdictions.  Funding for Year 2 of the Regional Local Road Repair Program will be decided as part of the Board budget process late-spring.  Subject to this funding approval, Year 2 work is expected to be completed by the end of 2018.
