    The Ghost Ranch Lodge Apartments are a conversion and substantial rehabilitation of the property’s use from a motel to affordable rental housing units for seniors and individuals with special needs. They were completed in two phases. Phase one has successfully redeveloped the eastern half of the parcel with 60 units of affordable housing.

    The Ghost Ranch Lodge was a motel originally built in 1941 by Arthur Pack (co-founder of the AZ Sonoran Desert Museum). For over 60 years the hotel played a significant role in Tucson’s development, welcoming travelers to the once thriving Miracle Mile. The Lodge was famous for its lush cactus garden and its neon sign with cow skull designed by noted artist Georgia O’Keefe. Seven of the eight original buildings were designed by renowned architect Josias Joesler. In Phase I - The units designed by Joesler were renovated into 30 new rental units and an additional 30 newly constructed units were completed. The County appreciates the historic significance of the property and has required the Developer to preserve certain historic architectural features, including the cactus garden and neon sign.

    Phase II, which includes the historic cactus garden, is currently under construction. Phase II consists of 52 affordable units for seniors, including 27 historic units that will be renovated to comply with strict Historic
    requirements. In addition special attention will be given to ensure that the historic cactus garden is kept intact.
    Pima County Affordable Housing Bonds funds have allowed for site development, including new interior amenities (cabinets, appliances & flooring). Other funds leveraged for the project include Arizona Department of Housing’s Low Income Housing Tax Credit Program ($9,328,022) and City of Tucson HOME Program ($1,157,000).
