Loose Animals

Dogs

Dogs must be confined on the owner's property, restrained off the owner's property and on a leash in parks and public areas. Remember that tie-outs are prohibited as a method of confinement.

Any City of Tucson dog impounded at large more than once within any twelve month period shall be altered at the owner's expense, before it is released.

Report an unconfined dog by phone to Pima Animal Care Center in Tucson at (520) 724-5900, or in Ajo at (520) 387-7502.

Due to a high volume of calls, PACC may not be able to respond to calls about loose dogs that do not meet one of the following conditions:
  • the dog is aggressive or has bitten someone, or
  • the dog is on or very near school grounds, or
  • the dog's address is known by the caller
An Animal Care Officer can cite a loose dog's owner if the officer observes the violation, or if:
  • two people, from different physical addresses, can verify incident, or
  • there is photographic or video evidence (with clearly identifiable dog, date and dog's address).

Cats

Pima County Animal Care Center does not have the authority to pick up free-roaming cats, although we respond to cat complaints involving bite and welfare cases.
